During the House’s consideration of the 8 bill appropriations package (H.R.3354, the Make America Secure and Prosperous Appropriations Act), a further amendment impacting trucking was considered. Congresswoman Grace Napolitano (D-CA) offered an amendment to remove a critical provision impacting the trucking industry; a clarification of the interstate commerce preemption provision of the 1994 FAA Authorization Act. This essential provision- commonly referred to as F4A – remains among ATA’s highest legislative priorities, and ATA took immediate action to message against the Napolitano amendment. As a direct result of those efforts, the congresswoman withdrew her amendment from consideration, and the F4A language remains in the House transportation spending bill.
