The House T&I Committee approved by voice vote the Hazardous Material Reauthorization bill (HR 4016). Among issues, HR 4016 addresses the tank truck wetlines issue. The legislation would maintain the current $21.8 million authorization for the Hazardous Materials Emergency Preparedness Fund but allow the secretary to use more of that funding for training; and directs the DOT Secretary to carry out an enforcement training program and to develop standardized forms and procedures for states to register and issue permits to people who transport hazardous material by motor vehicle. Chairman Oberstar said the bill could come to the House floor in December.
