The House Transportation and Infrastructure passed the Hazardous Material Transportation Safety Act of 2009 (H.R. 4016), which includes a restriction on the transportation of class 3 flammable liquids in the external product piping of a cargo tank motor vehicle. The restriction would apply to new equipment two years following the enactment of the law. ATA was successful in extending the time by which existing tanks would require purging systems to 2025 and providing the Secretary of Transportation with the authority to approve alternatives that provide an equivalent level of safety. An earlier version of the bill would have required purging system retrofits as early as 2012.
